I went to my hospital to get blood drawn and urine sample and couldn't go. I drank a 20 oz water bottle three times until I could feel that I had to go.

There are two sphincters that control urine flow. The first sphincter is at the opening of your bladder. This one is not under voluntary muscle control. It automatically releases when there is about 100 ml of urine in the bladder. This sphincter's release is what signals the urge to urine. The second sphincter is under voluntary control. This one is in the urethra, closer to the outside of the body. This sphincter being held shut by creates the further need to "go". Eventually, when the bladder becomes too full, the voluntary sphincter will automatically release, causing you to pee no matter what, so the bladder cannot become too full and rupture.
I can never "go" when I need to provide a urine sample, either. I think that it is kind a physcological thing about peeing in a cup. Also, when you are thinking more about your bladder, you will notice little sensations more, and think that you have to go when you really don't.

You're urethra tells you you need to go, not your bladder. Not sure when or why though.

see a urologist you may have a problem to take care of.
