u can't. sadly, most women get them by the time they hit 25. the only effective way is to massage alpha hydroxy acids on the area religiously (after bath when the skin is most ready to absorb). they would lighten after 3-4 months and then u gotta just apply it regularly.
laser does help too but it is a more expensive option and results may not be seen until after a few times.

If this is from having a baby, I suggest olive oil. If this is from being large and heavy, over weight I suggest light tanning oil and the tanning bed.
