Generally it is understood they are not telling the truth or are trying to make up the subject as they go.

This can also be a learned behaviour with some people as they have not been allowed to express their thoughts and could be a sign of intimidation from someone.

You might be very unattractive to them,or they don't want to look you in your eyes because maybe they don't want you to think they like you,or the conversation is boring or wasting their time.

it means theyre uncomfortable, slightly anti-social, or hiding something from you. so yeah over all theyre uncomfortable in some way
