Adjust the "ball" height by tightening/loosening screw won't help. Any suggestion ? anything I can buy from Home Depot to help ?

go to home depot and buy a fluidmaster 400ac if you are in north america directions are in the box and they work great plus aeasy to change out.
if you are somewhere else like europe turn off the water take the nut off the end of the ballcock remove the cotter pin remove the arm and inside there is a washer remove that check for debris sand silt etc clean and replace. might as well put a new washer in whilst your on

Sounds like what ever valve you use to maintain level in the cistern is bad and needs to be replaced. You will probably need to isolate the fresh water fill line so you can remove the fill valve and shop for a replacement. This would give you an opportunity to fill the cistern manually while you work on the valve.

Buy the whole thing the cost very little or you could take it apart and clean out the rust,remove the three screws on top.

what is a cistern? Is that some new fancy toilet SYSTEM?
