My classes start September 11th, and my tuition for Sept-Dec is due on Sept 22nd. Scholarship information isn't released until NOVEMBER! Who made up that system?

identify the colleges you are interested in and call them
they will provide you all the information you need and then some
you normally only have to pay for tuition for the semester that is about to start
in other words, if you were starting this year, most colleges would require tuition to cover the fall semester (approximately september to december) before the start of fall classes
some schools require tution be paid a little earlier
you can apply for financial aid before, during, and after college
your best bet is to start applying before so that you can get as much assistance as is possible, but, many people who didn't qualify for scholarship or other assistance their first semester, were able to qualify later

You can pay by term. You should apply for financial aid before you go to make sure all the paperwork goes through in time for you to start classes on time.

Generally speaking, your bill needs to be paid in full by the end of the semester so you can register for the next term.
If you want financial aid, you must apply for it before you start school. Usually in the semester before you start attending, then once a year afterwards.

Fill out your FAFSA as soon as possible (but not more than one year before you start). This determines what federal aid and need based scholarships and grants you are eligible for. You'll need to do this every year, and any funds you recieve will be applied per semester (or quarter). You will not be allowed to register for classes (or will automatically be dropped) if your account still has a balance the next semester.

Aid you get before you go.You have to apply for it and almost everyone gets it.I do not think anyone pays before they go these days.Most pay after they are done with school.Good Luck!
