Yes he is. Rowling participated in a charity reading at Radio City Music Hall in New York with Stephen King and John Irving called "An Eveneing with Harry, Carrie, and Garp". She answered questions from the audience and one of the questions was about Dumbledore and whether he was really dead. She said don't expect him to pull a Gandalf and that people need to move on with his death. So straight from the author's mouth, he is dead.

No, he is not. There are several hints along the way in book 6. I do not have time to list them all. These are the main ones:
1. Dumbledore does not beg and yet he seems to beg Snape not to kill him. He's actually begging him to go with the plan and do it.
2. Potter is upset that Dumbledore trusts Snape, and Dumbledore starts to tell him something, then decides not to. There is a good reason why Dumbledore trusts Snape.
3. In the first book Snape tells the class he can 'put a stopper in death.'

Yes I believe he is. He may be able to talk through a portrait, but I think that JK Rowling is the type of person who will stick with what she did in earlier in books and regret that she killed Dumbledore. Also, I was reading an interview(sorry, I can't remember which one, but I promise it exists) where she said something to the effect that it is a war and good people are always sacrificed in war(i think she was talking about the death of sirius and how she isn't going to bring him back). I think she will stick by this with Dumbledore. Plus, his portrait wouldn't have shown up if he wasn't dead.

If your read book six Harry Potter and the Half-Blood Prince you can find out. Yes, Dumbledore is dead. I don't know if he stays dead or not, I mean hopefully he doesn't but I don't know. I hope he isn't really dead. I have this funny feeling that he might not be, I mean this is fantasy and magic anything could happen. I can't wait to find out but I dread the end of the series because I love reading the new Harry Potter books and waiting for them to come out.

though there are arguments that he's not really dead, I'd say he is. Not really killing him would feel like too much a rip-off of Lord of the Rings when Gandalf was supposedly dead and came back. And please let him not be a ghost helping Harry. That would be like Ben Kenobi from Star Wars.
Needless to say, I hope JK Rowling is original in her ideas for the last book.
