94/95
Interestingly enough though if it had been played with the old 2 points for a win rule the title would have gone to United.

Blackburn Rovers won the 1994-1995 English Premier League, it was the only Premiership title so far for Blackburn Rovers. their winning captain from that season is non other than Alan Shearer, retired last season playing for Newcastle United.
they won the title on the final day of the premiership season. Blackburn Rovers led for most of the season but a 2-1 defeat at kenny Dalglish's old club Liverpool on the final day of the season looked to have blown the club's dreams to pieces. But the news came through that their nearest rivals Manchester United could only manage a 1-1 draw at West Ham United and the league title was back at Blackburn Rovers for the first time since 1914. Jack Walker's dream had come true: within five years of buying the club, he had taken them from strugglers in the old Second Division to champions of the Premier League.
the last time Blackburn Rovers won the league title was in 1911-1912 & 1913-1914 season when it was known as English First Division before the Premiership was established in 1992-1993 season.

1994-95.
Although Blackburn lost to Liverpool 2-1 at Anfield on the final day of the season, Manchester United couldn’t beat West Ham United at Upton Park, which gave Blackburn the title.

Actaully the answer to this question is the 1995/1996 season, where Balckburn became the second team to win the Premiership after Manchester United.
Blackburn suffered a 2-1 defeat against Liverpool at Anfield, but fortunaltly for them Manchester United 0-0 with West Ham United at Upton Park, this was the game where Glenn Hoddle, who later became England manager, slated Cole for needing 5 chances to score.

Far more interesting is the fact that their then manager, Kenny Dalgish joined an elite list of managers who guided 2 different clubs to the title. Dalgish had won the title previously at Liverpool.
(The other 2 were Herbert Chapman for Huddersfield and Arsenal and Brian Clough with Derby and Nott'm Forest)
Alan Shearer was their leading player and he won his only major medal in club football with them.
It was just reward for the millions that Jack Walker pumped into the team, taking them finally out of the old Second Division and then, to the ultimate in English club football.
