I do not suggest you go to a boutique like Claire's or Wal-Mart.
Instead, I highly suggest you go to an APP (Association of Professional Piercers) - associated piercer. Their price may be higher than a boutique, but in the end, it will be well worth it.
First off, boutiques use piercing guns. Piercing guns cannot be effectively sanitized, as they cannot be cleaned in an autoclave, and merely rubbing them down with a cleaner doesn't get all the nooks and crannies either. Body piercers use single-use disposable needles, or use needles that have been sterilized in an autoclave.
Second, the person in the boutique is little more than a glorified cashier, having only taken a crash course in piercing, and does it "just to get the job over with and done, and get paid for it", whereas with a professional piercer, they have done research into anatomy, and piercing is an artform to them, something worth perfecting and showing off. You have no clue how trained a boutique piercer is, or the quality of their work. A professional piercer will have a portfolio containing their crowning achievements, and have a wide variety of styles of piercings, this way, you can accurately judge their work for yourself.
Third, although both will give you aftercare advice, boutiques tend to still give alcohol-based washes for piercings, which has been deemed as detrimental, as alcohol and other harsh chemicals like hydrogen peroxide, can actually aggrivate the piercing. The professional piercer will give you less expensive (and less painful!) advice, such as how to clean it with antibacterial soap and a sea salt/water solution. If you have any problems with your piercing, the advice given by the boutique might not be the wisest route, as they often suggest to remove the piercing (which leads to problems later on), whereas with professionals, they can give you proper advice and care, and know the difference between when home remedies work, when a return to body piercing place is called for, and when it's time to call the doctor.
There are far more reasons to go see a body piercer over a boutique, and even more if you choose a cartiliage piercing (as the piercing gun they use has the chance of shattering the cartiliage in your ear, leaving keloids).
Do yourself a favor, and see a professional piercer. In the long run, the extra $10 you spend will be well worth it.

If you're looking for the regular ear lobe piercing, Claire's is great. If you want to pierce the cartilage higher on your ear, go to a body piercing shop.

Nearly any place that uses single use needles as opposed to those nasty, damaging piercing guns.
