Is this for a community program? Does the city not provide them for you? If you are talking for a public beach or something, if so, then you question should be "what price should we put on our childrens lives, should we pay for a lifeguard, or just trust that the kids will be okay?"

I would pay to have a lifeguard on duty, after all you can't watch your kids all the time, and I would feel better about my kids going for a swim if there was a lifeguard on duty.

Because they guard your life. They do have a purpose. not everyone knows CPR. Life guards are strong swimmers and can save you.
