The telephone companies that offer broadband will be your RBOCs, or regional telephone companies. Other phone companies can offer telephone service in your area but not broadband. Cause these other telephone companies simply rent the lines from your regional company and resell them to you.

So whoever your phone provider for the area is will be the one offering broadband over the phone line.
