It's management kid. They make the decisions. Coaches are just scapegoats half the time, but if management can't draft a good player, and know how to rebuild a team, then they'll never get anywhere (Cardinals were like this for years, and still are somewhat, but they're gettin better)
A prime example of this is the Carolina Panthers. Marty Hurney and Jerry Richardson are extremely good at what they do, bringing a prime team every year. They totally rebuilt the team after their 2001 1-15 season, and 2 years after that they went to the Super bowl. Pretty good management were able to do that

let me tell you something man, dont listen to these jets hatetrs, im not a paticular jets fan myself but like someone in thier division-the dolphins. now let me tell you why the jets are bad every year. it strats with the running game- curtis martin is to old to play and is not a game winning player you can count on any more to run in the game winning touchdown.THIS IS NOT THE JETS FAULT THAT THEY HAVE NO RUNNING GAME! THEY NEED TO DUMP MARTIN, WITH ALL DUE RESPECT TO HIS AMZING LONG CARRER. you guys lost pennington last year, and thatw as the reasi=on for yet another bad year, your gusb biggest weapon is chad pennigton and he puts this team together, and your guys worst fear and biggest enemy is the injuries. there was no way that bollinger could fill pennitgtons shoes when he got injured. also you need better recivers, all due respect to the current recivers, but they need better recivers than coles an others. heres probably another one of the biggest problems, your offensive lin- its realy bad and pennington has tob have time to deliver those perfect passes that cut through the air as if it was butter. but in this years draft you guys got debrickishawn ferrguson(sorry bad spelling) and hell DEFINITLY help pennigton in the passing game with blocking. coach also has to go, your coach just dosent have the proper coaching staff to deal with these kind of players. in the midst of all these problems i think that THIS year pennigton is healthy enough to play and play good and you guys will have an moderate year, maybe 9-7 i think, who knows. so there man, and go jets

Injuries hurt any team....but until they seal up their QB situation, they will continue to stink.
I'm a Colts fan, so I felt the same pain that you feel every year until Peyton Manning came along and turned it all around....just give it time, one day the Jets will be back.

They have been mainly plagued with injuries. They are in the process of rebuilding so they probably will be bad for at least another season or 2

Management:
If they can't find or draft the right players, then they will be miserable for another 20 years. I think they will eventually get better.

Because they had herm edwards as a coach. I think mangini will turn it around, but he will need a couple of years.
