Well, its not the Lebanese who are fighting. But the Lebanese are the ones suffering, as well as the Israelis in northern Israel. The people doing the fighting are Hizbollah, a terrorist organization, made up mostly of palestinians, that happens to be operating in a part of Lebanon that Lebanon does not have the means to control.
As far as who is violating the ceasefire? Both. Neither of the sides wants peace. And if niether sides want peace, you wont have any.

Hizbollah, and they're hiding behind Lebanon's skirts to do it. Israel didn't START a war to invade and conquer Lebanon, but if that's where the terrorists launching rocket attacks are coming from, that's where the Israeli Defense Force had to go.
