Usually the adjustment can be made by removing the back rotor (provided it has 4 wheel disc brakes) and tighten the adjuster there. If it's rear drum, there should be a tensioner on the cable next to the hand lever. Good luck.

Generally there are two different locations for the adjuster. First look under the car and follow the handbrake cable to where it joins together in the middle of the car. Some cars have the adjuster there. Others require you to remove the rubber cover, and sometimes the console, from the brake lever and the adjustment is just behind the lever. A lot of the times adjusting the rear brakes will adjust the hand brake also, since it doesn't have to travel as far as to make contact.

There should be a "Y" junction under the car that has an adjustable thread on the end of the cable that comes from the peddle/handle. Just tighten it down til your activator [which ever kind you have] works at about 1/2 of the available travel.
