I have a 1994 edition of a book by Joseph J. Culligan which says it depends upon the state you are wanting the info from if they will give it to you or not unless you are the bride or groom. What it says to do about getting the info is to contact the county (probably city hall of records) where the marraige took place and request a copy of the lists of marraiges performed by the year they were married.
You will then have to look through the lists of names yourself.
It also states in the book that sometimes you may have to contact the state if the county doesn't handle those records.

I really don't understand your question but if ur asking how to find a marriage certificate from 1986 just go to vital statistics they have all that info....good luck! That would be the office in the state they were married
