the blower motor is out

By "fan" I'll assume you mean the blower motor for heater & A/C. In the blower housing is a resistor that lowers the voltage to the blower motor to make it run slower. If the resistor burns out the full battery voltage is sent to the blower. Causing it the run at top speed.
Replace the "blower motor resistor", that'll fix your problem.

whatcha' mean only works on high? Your AC? I have a 2005 Ford Focus my A.C. only works on high. You have to get it recharged. cost's like 22 bucks.

if it does not work on low the relay or the switch is not working right. the high runs direct and the low runs on a relay

could be ur limiter switch is bad go to parts store and order one or so u know what it looks like and find location
