Per the Mayo Clinic:

Dark circles under the eyes are common but usually not permanent. They're often due to temporary changes in the blood vessels under the eyes. Fatigue usually doesn't play a role. Sometimes under-eye darkening is the result of a chronic skin condition such as atopic eczema. This is more noticeable in people with darker skin. Under-eye circles can also run in families.

Over-the-counter products may help diminish under-eye circles. Look for skin creams that contain vitamin C or K, alpha hydroxy acid and kinetin. Treatment for chronic and severe under-eye circles is directed at the underlying cause if known and may include bleaching agents and laser therapy.

Actually, I was told by a doctor that dark circles and puffy eyes aren't as associated with sleep as people think they are. Some of it is genetic. Look at your mom and dad and if they have it, then that's probably where you got it from. Another thing it could be is sinus issues believe it or not. If that is the issue, try and see if your doctor can do something about it. Sometimes surgery is the only solution for bad sinuses. Good Luck!

I know this sounds weird but I promise it will help especially with the puffiness--put two teaspoons in the freezer before you go to bed,in the morning after your shower get them out and press one to each eye until all the cold is gone--IT WORKS!!!! For the dark circles there are several under eye brighteners but Lancome works the best and isn't so noticeable.Good luck :) Angel

Sleep more, eat more colorful fruits and vegetables, and invest in a good whole-foods multivitamin supplement. Dark circles can often be a sign of allergies and sinus problems too. Best to work on things like this from within, not a quick cosmetic fix.

For the love of God, sleep!! You need it. Try putting ice packs under your eyes to reduce the swelling and the clean and clear lotion that brightens your skin. Drink more water.

Relax with a cold used teabag on each eye. Slices of potato or cucumber also work well. And go to bed early!
