Memory does not intelligence make. AI is currently heavily dependent on how the program is written. There is very little 'self adjusting' code in the sense of evolution. But, a paradigm could be created where 'cells' of code joined into 'agents' (organs) who would unite to perform tasks. This is not to far in the future. But, the Internet itself is not ready to 'think'. Malicious code has been written to utilize the network as a computational device, but it is inefficient and easily thwarted. An AI needs lots of processor cycles, so must run on a computer, not a network.

The internet consists of distributed computers with no way of knowing the amount of free memory. Anyway it is not the size of the memory but the programming that would create the artificial intelligence. There have already been many science fiction stories of intelligences getting loose in the internet.

natural selection only works in systems that uses that rule. The vast majority of computers don't use evolutionary systems. Evolutionary systems are only used in specific systems, right now. And the best our evolutionary AIs can do is walk and race each other... well, they're not very bright, for the moment.

And from my point of view, the 1st AI will be created on purpose by men. Not as an accident of letting too much "memory" linked... computers just don't do things on their own. We have to tell them to.
