Whenever she turns on her computer, the monitor shows Windows XP like its loading, then about 15 - 20 seconds later, it just shuts off. The keyboard lights all stay on, but there is no display...Reckon its the monitor?

I don't know, but it could be your stand by settings or power problems :)

It sounds like (to me) that her PC is booting up fine, and then when it gets to Windows, Windows may be using a screen resolution that the monitor cannot support, so the monitor shuts down...

I would try to go into windows in Safe Mode (press F8 and keep hitting it when the PC boots up until it gives you a little menu, and select SAFE MODE there).

Then when you are in safe mode, you should be able to change the display to something else to try it out. Also, if safe mode loads, since it loads with no advanced resolutions, its just another indication that it was related to the resolution she had set.

try a different monitor on it and your know make sure the key keyboard connection is ok and the mouse when you put the pc on hit the caps lock key if the caps lock light comes on then hit the caps lock key again if the caps lock light goes off your keyboard is fine then just try a different monitor

It could be the monitor, but if it is fine until Windows boots, then I would say it might be Windows.

purchase a sparkling exhibit screen. it is wiped out, or it desires a sparkling tube. merely replace it with a sparkling exhibit screen. Then take the wiring, ect out of the former one and turn it right into a photo body.
