a lot of fire halls are very cheap, or if you know someone who belongs to a VFW the rooms can be rented cheap - have it be a pot-luck them and have everyone bring a dish.
We just had mine in a friend's back yard and had a cook out. It was also co-ed and was a great time for me to see everyone. Very cheap, and no one assumes a great chunk of the cost.

check to see if your apartments have a clubhouse or banquet room, if not see if someone close to you has a house or yard you could use, a park would be great depending on the weather (in michigan early october would be fine but late october may be way too chilly for outdoor party) also you could make it a potluck where the guests all bring something small, or specify on the invite light refreshments being served (that way guests arent expecting full meal at the shower) also you could just serve punch water and coffee (that way your not blowing a fortune on pop/juice/drinks etc.) go to dollar stores for prizes, I went to a grocery store that sells flowers and bought $5 potted flowers that did double duty as table centerpieces and also under one chair at every table I stuck a flower sticker, whoever got the sticker got the plant(centerpiece/prize 1 less annoying game to play) also bought a baby bottle bank filled it with candy (go to bulk food store or warehouse club type place for candy) count the pieces and have a table set up for guests to guess how many candies in the bank (who ever is closest without going over can either win a prize or the candy out of the bank) word searches you can download online a great also, that way you dont have a bunch of games going on forever but you still get the feel of a "full blown" baby shower with prizes and stuff) good luck

If you're in the northern area - October will be too cold of a month to have in the park.
Try to get it at someone's house. This is the cheapest bet. Or schedule it sooner, if you want to have it at a park. But keep in mind, most parks will charge a fee to rent out their pavillion. Contact the park ahead of time to find out. You could look into local halls - some have better deals than others for smaller rooms. We rent out one of the local town halls in a nearby town, and saves a ton over other places.

The mother of the bride or Groom's house? Or you can have it at your place, but make it an open house. The time for the shower is say, 11-3, and people can come any time, have a few appetizers, the mom can open their present right away, then they can go when they please.

See if you can host it at another friend's or at the mom to be's home if she doesn't mind. Also, maybe a park if the weather's still nice.
