How do you make CFM convert it into another format? I'm lost.

RSS is an XML format that RSS readers can parse. You can use ColdFusion to create one simply by having it return XML in the format necessary.

a cfm page is for layout
Rss is for content, or more specifically a bunch of content.
You should keep your layout away from your content.
