if there were two classes for one grade how do they pick, do they picknames out of a hat or wat??

That really varies from school to school but they don't pick names out of a hat. Here are just a few of the factors that are considered:

number of boys and girls

number of students with learning difficulties

number of students with behavior difficulties

personalities of various students

personalities of the teachers

learning styles and teaching styles

whether there are students who really shouldn't be in the same class

whether there are students who should be in the same class

As a former teacher I can tell you they DO NOT pick out of a HAT. (LOL) Most schools use a variety of methods including:
good mixture of girls and boys
ability levels
behavior issues
principal picks
special needs

Then, maybe after all those and some other things are considered the school district may take into consideration a request from a local parent.

sometimes by achievement level, or making sure the classes stay racially balanced. This is a very tough subject and those are only two aspects I suggest you read the book Diverse Pedagogy

well, the principle picks out the students. teachers and parents can request a class or child in theyre class.

Our school allows 30% requests, no more. And we divide by gender, race, behavior problems, and academic so that everyone has an equal mixture of all types.
