Yes condoms fit properly on uncircumcised men because when an uncircumcised penis becomes erect, the foreskin is no longer covering the head of the penis (because it is spread over the enlarging penis) so it is just like an circumcised penis. The only difference between them is when they are not erect, then the foreskin will hang over the uncircumcised one.

Yes. If you know anything about the penis, you know when it becomes aroused it enlarges, thus extending past the small bit of foreskin of an uncircumcised member. Unless you're dating an elephant.
