Clear the room of everything.
Repair any cracks in the wall.
Remove the outlet and switch covers.
Wipe down the walls with a damp cloth to get rid of any dust.
Use *blue* painter's tape to mask off any areas you don't want painted.
Don't buy the cheapest rollers, (they'll leave fuzz).
Also, purchase a few disposable tray liners,
(really cheap and makes cleanup much easier).
Buy good dropcloths. There are dropcloths which have a cloth-like material on one side and plastic on the other.
Paint during the daytime, using natural light.
Most importantly, purchase the best brushes you can and take good care of them.
Take your time and do a good job.
Having to paint twice saves no time at all.

Make sure you don't have any dust or cobwebs on the wall: That will mess up the new paint job.
Use dropcloths.
Tape around anything you don't want the paint to get on.
And yes, removing the electrical outlet plates and the lightswitches will make your job much easier.
Make sure the area is well ventilated: I've yet to see a paint that didn't emit fumes.
After you're done painting, get a fan to blow in the room: The moving air will dry the paint faster.

Mitch is the only one who is very close to perfect. Except for the roller comment. Trade secret(if your cheap and must purchase cheap rollers). Use tape on the roller, this will take off any "fuzz". Also, be slow and careful when cutting in the walls to the ceilings, this is every amatuers' biggest issue. Also, buy Sherwin Williams paint, please....martha stewart, dutch boy, glidden, home depot, lowes, and walmart do NOT have good quality paint. Please, do yourself a favor. Also, If you want to have the finish paint cover in 1 coat, buy a primer that is tinted the same as the finsih(another trade secret, dont tell!)
ps- I'm not ragging on everyone else-but they either lacked detail or werent thorough enough.

Make sure that you either cover or move every thing out of your room before painting any thing even if you move every thing out of your room you still should get plastic to cover your floor. Make sure that your walls are clean so that you don't have dirt in your paint. If your trim is going to be a different color then you want to either take of the trim very carefully or masking tape it off also if you are using a paint sprayer then mask off your windows so that your over spray doesn't get on your window if this happens then it should scrape off with a razor blade. Put just a quick brush of the paint on the wall and wait a day for it to dry completely. Then make sure that is the color you want.

move furniture in the middle of the room, put plastic down around the walls, and paint (OH by an edger for tight spots like the ceiling, dont bother with the tape.

Do you have any Painter's Tape? It's the blue tape you can find in hardware stores, it goes along any edges you don't want to paint over and then peels off really easily, leaving a clean line. Makes doing edges a lot easier! Have fun.

5. mix paint, pour

wash the walls first. if you're painting over a dark color use primer before the paint. if its already light then just put a double coat of the color you're doing.
