To begin with, "Janie's got a gun" was by Aerosmith, not GNR.
Now, my vote would go to Beastie Boys with "Sabotage". Simple and not expensive while being funny and entertaining from beginning to end.

it has to be Thriller by Micheal Jackson.. say what you want to about MJ, but that video was groundbraking. It set the standard for future music videos.
