no matter what they say it ain't going to change, if its going to rain its going to rain that's the b all and end all, and its because the art of conversation is dead . plus they go on about tele programs they watched last night **** like them reality shows what a load of crap. whats even worse is if you are trying to talk to someone and the ignoramuses are texting someone else that's a conversation killer if i ever saw one

When people in Britain talk about the weather, they are really saying "It is nice to see you". It is a safe subject with no possible offensive material. The British weather is constantly changing with the seasons, and from day to day. Therefore the subject of the weather is infinitely variable and a constant source of wonder, surprise and admiration. Talking about the weather could be described as a "displacement activity". If someone has something difficult to say, they will first talk about the weather as if to say "Look, its nothing personal BUT".

It's an easy topic and they are bores. So, knowing that EVERYONE always jumps to weather as a topic when they are trying to think of something to say, why not think of something creative and stand out from the crowd-- you'd be remembered as a refreshing brease rather than a stagnant front, so to speak.

It is Brit verbal shorthand for starting a conversation, it means "You look interesting, can I talk to you?" Of course, if all they can talk about is the weather and do not branch out of that conversational segue into another line of chat, then they are rather dim. It happens in the best regulated circles.

It's hard to get into major disagreement over the weather.
Have you ever met two people who got into a fight over the weather?

B/c it's not political nor judgmental. It is something common and causes little disparity or conflict. It passes time. It just is.
