Do you want the "why do our bodies grow hair where there was no hair before" biology answer, or the function of that hair?

As to why it grows - Peuberty. Differing hormones cause body hair to grow all over, predominantly in the underarms, genitals, and (for men) faces.

As to the function - protection. All hair is a protective cover for your body. It protects the sensitive skin underneath it from the sun, abrasions, and other animals. It also insulates those parts against both heat and cold. Your body makes hair there because you need (remember, evolutionary speaking, from thousands of years ago...or not that long ago in the caves of Brittain) them to help you survive.
Nowadays, these hairs are of little import, as we possess clothing and cental heat & AC.

I wondered the same thing myself, and the explanation I found is that those are areas of your body where pheremones are excreted. The hair holds the scent there, making you more attractive to the opposite sex, as they can sense your pheremones. This would explain why you don't develop this hair until puberty, when your body is beginning to become able to reproduce.

It is believed that the secondary sex charachteristics - like pubic hair allow the phermones to be held so that we can sniff out physiologically suitable mates. That means that we can find a genetic match for having the most healthy children.

to stop the skin from chafing, it's on places that could receive a lot of friction from other skin. That's why you should not shave your privates.
