I have previously stayed at Hotel Frossard, located in a great area in Bs As (http://www.hotelfrossard.com/ubic_e.htm). The rates are reasonable (http://www.hotelfrossard.com/tarifas_e.htm), just keep in mind they are PER PERSON. For a single person, it's US$40/night.
It's clean, convenient, close to good shopping and site-seeing locations, offer pick-ups to and from EZE airport and Jorge Newberry airport, etc.

There are a lot!
Just ask at the airport in the Tourist information office / cabin and make the reserve just right there! You can call by phone in a phone cabin.
Usually nowadays (Aug 2006) a single room in a 2 star hotel is about 30 to 40 dollars per night or less depends on season. And you can find cheaper and also can ask for a discount if you plan to stay for a week or more (you must ask and demand it!). I'm telling you these prices are right and not something bad.
The reason is good to ask in airport (or bus station) is because it could change the availability any day. So telling a hotel may not help.
I'm in Argentina and I travel a lot and this technique is useful in all Argentineans cities. Just ask at the tourist office and make a reservation by phone.

Buenos Aires is a fantastic city; it's an amazing metropolis that looks a little like Europe, but with an edgy Latin American angle and if you intend to visit that city then have a look with hotelbye . El Puerto Madero is just a place properly visited. It offered as the main dock of Buenos Aires during the late 19th century but know is converted into houses that would be used as residences, restaurants, stores and other corporations and to give this task a bit of flair, all roads in the district were named following women. Strolling through the Puerto Madero is a good way to spend a nice afternoon just like visiting El Obelisco. El Obelisco was built-in 1936 to observe the 400th anniversary of the city founding and now is a must-see place from Buenos Aires.
