Put on the skirt put you hands to the side if you hemline comes above the tip of your fingers then it is too short.
Also depends on your age as far as the degree of sluttiness...if you are 21 u can get away with anything and if you are 51 it might be a bit scary.

Depends where you're going and what the setting is, but few commercially available skirts are too short. There are some that are 12 inches or so that I would reserve for night-time wear and excellent physique.

I've noticed what's "considered slutty" is different for everybody, but the consensus seems to be that above mid-thigh is too short. You don't want to attract SOME types of attention.
