I was transferred to another section at work. That guy started to train me. He doesn't know english that well so I had him repeat several times to understand. He knows his stuff. But his breath was killing me. The management knew. I had to cut the training. Is it right for the management to do nothing?

If you said something, the management should do something about it. he knows his stuff so he obviously should be the one training you. but management should have politely asked him to do something about his breath. You may want to have a pack of breath mints, have one and ask him if he wants one

I would not have someone with bad brath training someone.
Telling someone they have bad breath is kinda .... difficult.
What I try to do is offer them a mint or something like that.
