Most of the federal grants are given to specific target groups with specific requirements (e.g. minority business owners involved in transportation related contracts emanating from DOT - Grant#20.905 Disadvantaged Business Enterprises Short Term Lending Program. Individuals especially for personal purposes are not eligible for federal grants.
Grants are also often given to non profit groups or organizations involved in training or other similar activities (grant 59.043 Women's Business Ownership Assistance that are given to those who will create women's business center that will train women entrepreneurs

Also, call your senator's office. Seriously. They have case workers who just wait for these calls. My friend was on the verge of eviction while waiting for his Social Security to be approved. I told him to call the senator's office. He did, had a case worker within 24 hours. She got him rental assistance, food stamps, etc. within a week. I got my own chemotherapy performed for free by the Centers for Disease Control years ago because a nice elderly lady told me to call my senator's office. Same deal - case worker within 24 hours and free treatments started two days later (CDC just wanted blood and tissue samples in return for study).
They can work miracles - its your tax dollars at work, nobody ever thinks about calling them!
