How short is too short, when you bend over and the people behind you can see your underwear.
If it's short enough that you can see panty standing up, you might as well take it off.
The skirt should be at least 12" from your waist to the hem. Get a tap measure and hold it at the base of your navel. Measure 12" from there.
Yes, it's a little too much for guys. Most young guys (under 25) don't have that much self control. They see a girl dressed like that, and they see an open invitation to go to the bathroom together wherever you're at. (If you don't understand that, then you are too young for a mini.) That's why you hear things like "She was asking/begging for it". The way you dress and act determines how you will be treated. If you put yourself on display, then you give the impression you are there for the taking, not asking.

Once a skirt is short enough to be considered a mini, then it has crossed over the line and is slutty. If a guy can see panties, then you are more likely going to be asked if you are working or how much do you charge?
Save the micro mini for your man when he comes home from work.

I persoanlly as a parent to a 13 yr old teen would not allow her to wear a skirt that short... I really dont see any reasoning for it..
I do however feel it is everyones right to wear what they please.. I'm not your mom so i cant make that decision for ya..
I will say no matter how you dress, no one has the right to touch you or judge you.. No one has the right to sexually harass you. I also believe it is how you present yourself as a person.. not always how the outfit presents inself on you

if it's short enough that guys see your *** without having to really work for it, then it's probably time to think about what panties you are wearing. depending on the situation, a little panty is very naughty and very nice

Yes that is pretty nasty....not only that, but when you sit down your croch is touching a chair that hundreds of other booties & tooties have been sitting on, farting on , or just plain dirty with only your panties in between! Thats gross! Dont do it girlfriend. Now in privacy with your boyfriend, that may be a little kinky!
