Yes, Sugar is soluble in water. Why dont you add a tea-spoonsful in a glass of water, stir it and see how fast it disappears into the water.

Take a glass of water. Put a spoonful of sugar in it. Stir for 3-4 minutes. If the sugar dissolves, it is soluble. (If you have ever made koolaid you should know the answer to this.) :-)
