If you paid insurance for your package, then you can get it taken care of by the USPS. Only stipulation is that the break should look like it happened while the package was in transit. You will get a visit from your friendly neighborhood USPS inspector or they may ask you to bring it in to the closest USPS station. Hope this helps.

If you paid on PayPal using a credit card, you can report it to your credit card company. This is the reason why I always use a credit card to make PayPal payments. If anything goes wrong, such as the object being broken or seller never sending the object, I know the credit card company will reimburse me.

I think the usps insurance will only help if you can show that the item was broken while being shipped. Can you tell if it was broken before it was sent or during shipment?

Yes contact the post office and get thier insurance claims form, the proof of insurnace on your ebay item. It takes about 4-6 weeks to get your refund.
