They did it at the Brickyard because a lot of the teams were having tire problems, so they wanted to make sure the track wouldn't be littered with shredded tires all day. As far as I know that was an extreme situation and it doesn't normally happen.

Nowadays, they usually only do it when they are experiencing a particular problem. Like at Indy, there were some tire problems, so they did the competition caution to check the tires and make sure it was safe.

because they are afraid those pieces of crap goodyear tires are going to have a catostrophic failure before the car needs to pit for fuel. If they didnt force the teams to pit someone could get injured.
You can thank those idiots at Goodyear for the commercial break. Oh and BTW Firehawks- "Born at Indy" rule baby

They do it to avoid generalized tire problems like they had at Lowes last year. If they're not sure how many laps a tire will hol up they'll throw that caution, have a look at everyones tires.

Usually to check tire wear if there was no opportunity to practice due to rain the day before, or Goodyear is trying out a new tire compound.

because Goodyear is changing there tires and they don't get to practice the day be for for what ever reason ( like rain ) so they let them race 15-20 lap to check the ware on the tires to prevent tire failure!

They do it to see if the tiers are waring down if the tires were doing it all weekend. They also do it if they did not practice alot. Like Indy this year for the tires wearing down so fast durnning the weekend.
