If you mean file charges,The easiest way is to go to the police.
A private prosecution is more difficult.
Finding charges is meaningless

Do you mean 'file'. OR 'find 'what the charges against a person are. Only by going to court when they appear and listen to the charges.

Call the court to see if there's a way to find someone's criminal past if any. Tell them that you are a potential employer. Need his SS number though.

YOU CAN'T UNTIL PROVED GUILTY. UNLESS YOU KNOW SOMEONE IN THE COURT HOUSE. OR SHOW UP IN COURT ON THEIR COURT DATE MOST CALENDERS POST THE OFFENSE.
IF YOU MEANT FILE CRIMINAL CHARGES YOU MUST GO TO A POLICE STATION OR CALL THE POLICE AND REPORT THE CRIME.
