The most effiencent way would be to plug them both into the internet at once, network them, and share the files. However, if you arent a computer person that would be a little hard. I would recommend purchasing a USB drive. They are little hard drives that you can plug into the USB port on your old desktop, drag and drop files onto it, and then plug it into your new one. It should only cost you about 20 dollars for a good one. If you want to do it free, and you dont know how to network, you may have to decide which files are important and email them to yourself, log onto your new computer and download the files off of your email. This will only work if they are word documents or pictures. If they are larger files network or use the jump drive.
Ah, I just came across another method. You can use Yahoo Briefcase. Upload your files there, then when you log onto your next computer, download them. http://briefcase.yahoo.com/bc//home

If you are using Windows XP on your new PC, you're in luck. Transferring your files and settings is free.
On your new computer, look in:
Start Menu - Programs - Accessories - System Tools
Run the file and settings transfer wizard.
It will even create a program disk for your old PC if it has an older operating system.
It works with everything from Windows 98 and newer. It works best with Windows 2000 and Windows XP
You will need to figure out how to get the data file onto your new PC.
If you have a CD Burner on your old PC, that usually helps.
If have a network card in both PCs, you can connect both PCs to a hub and share the folder that has your data file.
As a last resort, you can slave in the hard drive from your old PC and get to the data file this way.

There are 3 different ways that I would suggest to transfer files to your new PC.
1) Get a USB Thumb Drive/ext. hard drive large enough to store all of your data and just copy/paste away.
2) If you are savvy enough to slave your old HD to your new computer, then that would be a great option.
3) If you have a network card on both PCs, just get a cross-over cable and plug into each network card and copy everything over.

There are several choices, they all have pros and cons, When I had to transfer files from my computers I created a small network and simply copy the files from the old computer to the new one. This solved all issues with file sizes, and since i was coping entire tree folders i didn't had to organize the files on the new computer.

How much data are we talking? You could use a jump drive via USB, or you could get a modem cable that would connect between the serial ports.
You could pull the hard disk out of one computer and install it as a slave in the other and just copy and paste data.

yank the hard drive from the old one and plug it into the new one, just use the cables that plug into the CD drive. then copy and paste. OR you can get a USB drive and not worry about opening up the computer (which isn't all that scary to do). OR you can get a billion little 3.5" floppy disks and waste a day frying your eyes out of your head.

take out the hard drive to your old computer and add it to your new computer and grab the files if your computer will allow it. Some computers you won't be able to. I've found that to be the easiest and fastest way.

If your running windows xp then the best way would be to run the files and transfer wizard, that should be the easiest way I think, otherwise you may want to do a ghost image of your drive and transfer it that way.

Stores like Best Buy and Circuit City have cables and Cd's for this. They transfer automatically through one of the ports. I think they cost in the $30.00 range. It will take a long time so start it right before bed time and let it run on it's own.
