Storm- Pyro wears a flame-thrower, he can't create fire, only manipulate it.
One good lightning zap would take him out easily... BOOOM!!!!!
Not to mention her rain, wind, fog, snow....

Storm definately. She is more mature and more in control of her powers. Pyro is still young and very easily angered. Not to mention he can only manipulate flame, not create it whereas Storm can call the elements to her aid. Storm would mop the floor with him.

Storm, since she is capable of controlling the weather. All she needs to do is conjure up a Hurricane to extinguish whatever fire Pyro is controlling.

I would say Pyro....only because it takes storm longer to get it together and thats my only theory
