As many others are saying, it is "undefined" mathematically. You can't give it a value.
HOWEVER, it you have an equation where you end up dividing 0 by 0 it may NOT be undefined. Let me explain.
Suppose you have the equation y = x / (x^2). As you approach x=0, with very small values of x, you'll notice that this equation drives y to get bigger and bigger (if x = 1, y = 1, if x=0.5, y=2, etc). So, in the LIMIT AS X APPROACHES 0, the value of y goes to infinity.
If we flip the equation (y = (x^2)/x) the reverse is true -- the value of y goes to 0 as x approaches 0.
So, if you are simply dividing zero by zero you can't have an answer -- it's indeterminate. However, if you have an equation, you can get real results "in the limit as x approaches zero" and can get a real answer.

It's an indefinite number, because 0/0=C, because 0=C*0, where C - any constant, because any constant multiplied by zero gives zero.
On other hand it's not definated to divide by zero, therefore 0/0 makes no sense.
