A scientific law is simply a description of what
happens under a certain set of conditions. The
Law of Gravity states that any object without

think of a human law that has been enacted, and
carries some penalty for violating it. A scientific
law can't be violated, it can only be demonstrated.

When testing starts to look good, and you build up significant conlusions, and it gets support, you have probably developed a theory.
To develop theories into scientific laws, the theories must be "proven" with "scientific evidence". Since proof and evidence are subject to opinion, a scientific law would not be accepted by many people until a large majority of qualified scientists agreed that the hypothesis had been proven.
