tough one.... I would have to go with the 100 of the most briliant people. It would be a shame, but the amount of pain and anguish felt around the world by their "smarter" loved ones would cause a major effect on the attitudes of nearly everyone around the world.
Although the above answer is for strictly intelligence. But some people have the ability to learn, but have never done so. So if by dumbest you mean most ignorant & uncivilized, then I would kill those 100 million (of whom are adults - because all babies are ignorant).

most brilliant, they tend to be the most arrogant and unwilling to compromise simply because they know that they are right. Whether they are right is not really the question but they lose the ability to listen while pretending to do so. They cannot comprehend counterarguments because they are too busy trying to find a way to refute the statement they are being pressed with. It would have to be a wide variety of brilliance though, not just super scientists. I am talking religionists, engineers, authors, philosophers, doctors...

That's easy. 100 million of the dumbest. That will clear up the interstates.
Not to mention all the ashtrays that will be used, all the toilets that will be flushed, all the pants that will fit...etc...

seriously if 100 million brilliant people died, 50 more will take their place!
and if 100 million dunb people died, 100 billion will take their place!
so why don't we just leave it as is, that way we'll a decent amount of brilliant people, and a alot of dummies to make us seem smarter!
