A Western top is traditionally a yoke shirt-a snap or button front fitted shirt, point collar, lots of designs on the shoulders and upper chest. Since you can't wear denim, try a tiered, crinkle, or broomstick skirt. Cowboy boots (obviously), moccasins, or sandals. Turquoise jewelry (the stone), lots of silver. A big buckled or concho belt, and a cowboy hat.
Start with what you have in your wardrobe, and only buy one or two things to add. Western doesn't have to be cowboy. A bright color fitted button up shirt, with a long flowing skirt, and silver jewelry will only need a belt and boots to complete the look. If you don't have a pair of boots, don't buy them, unless you can find a pair at Wal-Mart or something for cheap. Hats are almost a must, but again, look for an inexpensive one.

I have this great skirt that is made out of the bandana scarf print and that's very western. American colors (red, blue, and white) are also very western. Cowboy boots and a straw hat and cotton overalls would be nice or a short pleated skirt with a vest and cowboy hat and boots thats a good idea too.

Anything with a bandanna print--either a skirt or a blouse with khakis. There are a lot of cowboy-type dress shirts available with pearl snaps instead of buttons. Cowboy boots can also be worn with dressier clothes if you do it right. If you're short on time or money, I'd just get a kids toy sheriff star and pin in on whatever you're wearing. That would be cute.

A checked shirt and a black skirt and cowboy boots? Or those stereo-typical cowboy shirts with the piping and the fancy patterning on the shoulders?
Or wear what you'd normally wear, but with a cowboy hat on.

Flannel is good, or a soft-leather/tanned vest. Cowboy hat and boots would be good. You can always get a handkercheif and tie it around your neck, or a bolo tie.
