I've lived in Portland for two years already and have security. But i feel its time for change and i absolutely feel more involved artistically in phoenix than i did in portland.....besides...both cities have nasty weather! what should i do?

If you move to Arizona I'd recommend staying out of the buring bird. If you need some city lights Tucson is a nice small city. Flagstaff is really small & relatively isolated, but does have a thriving artistic community. I'm familiar with these places so let me know if you have any questions.
