Research, research, research – this cannot be stressed enough. Read as much as you can about the industry. Here are some book titles that are relevant:

Get your friends to have parties, with you planning them. Have business cards laid out and make it clear who planned the party. Word of mouth is the best bet, and you can control who to give parties for as opposed to the internet where you don't know your clients. Now is a great time to get started for Holidays! Write down all the expenses so you know how much it costs for supplies, then figure out how much you want to make per hour or per party. That will give you your profit figures. Don't charge your friends any profit (just charge for supplies etc...) at first so they will be more inclined to help you and throw lots of parties. Have some great ideas on hand so they will get excited for you. Good luck!
P. S. I can't emphasize enough how important it is to have a catchy business name. Something unique that will show how creative you are. People don't want to pay for the same 'ol streamers and punch. They will pay for "WOW" though. So come up with a name that reflects that!

Apart from the research materials in preparing business plan etc, host a party and invite friends, advertise informally the services, word of mouth is a good way to begin. Yes advertise locally.
