It depends on what standard you are looking at. Flammable materials have a higher vapor pressure and lower flash point than combustable materials do. For the US Department of Transportation the magic number is 141°F -- anything with a flashpoint below is flammable, above 141°F is combustable (up to 200°F).

combutable means the the complete and utter reaction of a hydrocarbon, and that the reaction equation of the hydro carbon with oxygen will not change through out the whole reactions. flamable means it could be wood which is not made up of 100% hydrocarbons, and for examble something thats flamable: thermite, completely flamable when lit and doesn't contain one bit of hydrocarbons.

wood , cotton, paper ..etc. are combustable meterials , it burns when catch fire, and reached their Ignition degree.,flamable meterials , like Benzene , alcohol are highly flamable , have a low flash points and high vapor pressure (volatile easily) and when reach its flah point ignite with flame, any spark also ignite the flamable substances when their are vapor of them.

Something combustible can catch fire without a flame (overly hot conditions). Something flammable is highly sensitive near or around fire.
