It depends on how your doing it. If it's a hand drawn illustration then scan it (or have a pro scan it).
If it's color then save it as a CMYK .eps file. If it's black and white and has screens or shading then save it as a grayscale tiff, if it's B&W and is just line art with no screens then save it as a BMT(Bitmaped tiff).
If you're drawing it in a program then save it out as an eps file. A jpeg is a compressed file and you may loose quality.
All scanned and saved images must be at leats 300 dpi (dots per inch).

If the illustration is done by hand it will need to be scanned in so that the publisher will have it in a digital format. Publishers can use a variety of digital files, most have a personal preference so it would be best to ask the publisher which they prefer. Generally EPS or PDF are the most accepted.

If it is a digital file you can deliver it as:
.tiff if the file is pixel based (photoshop, painter) Make sure the file is created from the beginning at 300 dpi and on CMYK mode. Send it as a .tiff and not as a .jpg because the quality will be better.
If the file is vector based (Illustrator, CorelDraw, Freehand) you can submit it as an .EPS file making sure all fonts are transformed to paths.
If it is a hand made illustration and you want to keep the original you can scan it, preferably on a drum scanner to ensure the quality of the image.
