Yes it can be seen. Because China is above the equator (bing in the North Hemisphere) Polaris (the North Star) is visible.
The link I've shown is a sky map maker... if you type in the Latitude and Longitude for Bejing China (which is 39°54'N 116°E) you will see the map of the sky above that city. The North star is found within the constellation Ursa Major (the Big Dipper), which is seen in the sky chart.

If something is visible depends on your latitude.Although China is big, most of it matches the same latitude as the USA, so all the same stars are visible, if you compare the North or South of both countries. What is probably confusing is that the sky does not look the same for the Southern Hemisphere, so many stars that we know can't be seen in Australia.

Yes, it is. You can always find it near the Big Bear, it's blue - green in colour. Don't forget to watch it b4 7pm, but anyway thing should be different in India and China.
