Are you sure you have electricity at the switch? Vacuum lines are the most probable cause, but check to see that you have 12 volts going into the switch. Yes, as with everything on your car, there is a fuse that controls it. Does EVERYTHING else work? Double check. Go to your local NAPA AUTO PARTS store and purchase a HAYNES MANUAL. Not a Chilton's....they are too vague because they try to cover too many vehicles. Your new Haynes manual will have a complete wiring diagram in the back. You can purchase on-line from haynesmanuals.com for around $21.00, or you can get one from NAPA for around $19.00. The choice is yours.....Good luck..If you go on-line to the above website, choose #6 and continue...

The cruise control in this car uses a vacuum hose, which ages with all the engine heat and cracks. The first thing I would do is check this hose for cracks. A replacement will be $2 at an autoparts store.

I would join a toyota vehicle forum, I agree on the vacuum hose although there usually is a assembly that has a electronic solenoid in it also, that could be bad,
