Warlords and criminal organisations are the natural state before democracy gets a hold. The continued existence of the Mafia in Italy indicates that the democratic state is struggling to prevail.
Another alternative is a strong dictatorship or monarchy, but they are not much better for the majority of the people.
See also Afghanistan, Iraq, Palestine, Lebanon, etc, etc.
Be thankful that we live in stable democracies, and keep supporting them, even if you disapprove of the way things are organised. Life could be unimaginably worse without law and order as we know it!

Back in WW2, the mafia was an effective tool in fighting the Nazis. With their connections all over Italy and their influence here at home at our nations docks and ports. Most times,Uncle Sam just looked the other way. It wasn't till after the war that the Mafia started to become a problem,and had to be dealt with.

Try to go to Mexico, you'll understand how,
it's a little thing called CORRUPTION, the thing is
that in the USA you can press charges to anyone
who commits a crime, in Mexico and ALL of
South America, you can't even try to press charges
to a mobster or a political figure(shh! it's a secret,hahahaha!)
but they're both related.

they accumulated the power by the phoibition law and then they would sell their moonshine to the police and politains for safety and they would look away untill it got to corrupt.

Because during the depression, cops were more susceptible to bribes. Mobsters had their hands in everything because they had money to do so during a time period that there wasn't much money floating around.
