Should they be fined for making false reports?

They can't be censored or fined, but the people they wrong can sue them.

The Media often hides behind The Constitution to justify this kind of poor judgment and reporting

Nope...but should be held liable for false statements and forced to report an entire story. IN other words cannot report a persons arrest without reporting on the trial and the outcome of that trial.
