First off, stop whining! I'm sure there's a reason you can't go... i.e. you're grounded, can't drive yourself and she's busy, she needs the car, or maybe she thinks you're too young to go by yourself. Find out WHY you can't go to the fair.. and no whining when you do it.. if you act like a child she's going to treat you like one. Maybe try doing the dishes or dusting the living room first..... a little show of appreciation for her can go a long way

You can't "make" your mom let you go to the state fair. Perhaps she wants you to focus on your studies?
I would suggest acting like an adult and earning the privilege of being able to go out on your own. Until you prove to her that you are mature and trustworthy, you will not be able to do such things.
